Shulgin was fined $25,000 for, among other things, collecting “anonymous drug samples” that people had sent to him for testing. This was a violation DEA administrative rules for people and labs who work with schedule I materials. Interestingly, two previous announced and scheduled inspections of Shulgin’s lab produced no violations. These inspections were done prior to the publication of PiHKAL in 1991.
